Where officials can be paid, a drug law is enforced unevenly. Transparency International scores how corrupt experts and business people judge each country’s public sector, from 0, highly corrupt, to 100, very clean, from up to 13 surveys and assessments.^[1] In 2024 Denmark, Finland and Singapore are seen as cleanest, and South Sudan, Somalia and Venezuela as most corrupt; the median of 180 countries is about 40.

It says nothing about cannabis itself, but much about how a law is likely to be enforced: by the book, or by whoever pays.^[1] The corruption chart sets it beside each score.
