Possession Β· 25%3/10adds 7.5 of 25 points
Since 1 January 2013 possession of a small amount for personal use is a misdemeanour, not a crime. The catch is the size of the fine β historically 5,000 to 20,000 kuna (roughly β¬650 to β¬2,650) β which makes it one of the costliest 'decriminalised' regimes in Europe. No fixed gram threshold; courts assess personal use.
Personal cultivation Β· 25%1/10adds 2.5 of 25 points
Growing even a few plants for yourself remains a criminal offence, with prison of up to three years; cultivation for sale carries a mandatory minimum.
Punishment & enforcement Β· 20%3/10adds 6.0 of 20 points
Users face large fines rather than prison. Growing and dealing are felonies.
Sharing & gifting Β· 10%1/10adds 1.0 of 10 points
Supply is a crime.
Consumption Β· 10%2/10adds 2.0 of 10 points

Legal access Β· 10%1/10adds 1.0 of 10 points
No adult-use source. Legalisation bills, including one proposing nine plants per adult, have been tabled without success.

Prescription medical preparations and low-THC hemp products.
Legal since October 2015 for conditions such as multiple sclerosis, cancer, epilepsy and AIDS, on prescription, capped at 0.75 g of THC per 30 days, with no home growing.
