Is cannabis easy to get? (students, Europe)

ESPAD Group and the European Union Drugs Agency (EUDA) · surveyed in 2024

Whether a teenager could get cannabis if they wanted to says more about the market than about the law. The ESPAD school survey asked students aged 15 to 16 in 37 European countries the same question in 2024, and the median is 28% who say it would be fairly or very easy.[1] Denmark and Germany are highest, at 41%, with Slovenia close behind; Moldova and Ukraine lowest, under 10%.

Germany’s survey was taken in 2024, the year of its Cannabis Act. The chart of how easy it is to get sets the answers beside each score; compare with students who have tried cannabis and each profile’s black market section.

What is counted, and how the file was made

The per cent of students aged 15 to 16 who say cannabis would be "fairly easy" or "very easy" to get if they wanted it, overall and for boys and girls, in 37 European countries. A school survey with the same questionnaire everywhere.

The EUDA's site refuses scripted downloads, so the spreadsheet of source tables was opened in a browser on 21 October 2026 and the cannabis columns of table 3b were read from it and written here, rounded to two decimals.
