Cannabis in wastewater

European Union Drugs Agency (EUDA) and the SCORE group · 2011 to 2024

Surveys depend on what people admit; sewage does not. The SCORE group and the European Union Drugs Agency measure THC-COOH, which the body makes from cannabis, in the wastewater of cities over one week a year, in milligrams a day per 1,000 people.[1] The highest recent loads are in the United States and Canada, around 600, followed by the Netherlands at about 200; the median of 33 countries is about 72.

The load depends on how much and how often people use, so it is not a count of users, and one city may stand for a whole country.[1] It is still the one measure that cannot be shaped by what people are willing to say about an illegal drug. The wastewater chart follows cities since 2011; compare with the survey figures in cannabis use.

What is counted, and how the file was made

THC-COOH, the main substance the body makes from cannabis, measured in the sewage of cities over one week a year: milligrams a day per 1,000 people served. Not a count of users, as the load depends on how much and how often people use; but it measures what is used rather than what people admit. A country's figure is the mean of its measured cities, weighted by the people each plant serves; one city may stand for a whole country.

The EUDA's site refuses scripted downloads, so its tables 1 and 2 were read in a browser on 21 October 2026; the cannabis rows, with each site's population, are kept in euda-wastewater-cannabis-cities.csv. scripts/extract-wastewater.py averages them by country and year.
