THC in cannabis sold (Europe)
European Union Drugs Agency (EUDA) · 2002 to 2024
Cannabis has grown stronger, and potency is one of the arguments in every debate about the law. The European Union Drugs Agency collects the mean THC content of herb and resin tested at retail level, mostly from seized samples.[1] Across 28 countries the median is about 11%; the strongest recent herb or resin is reported from Finland, Spain and Estonia, at 15–17%.
Samples and laboratory methods differ between countries, so a country is best compared with itself over time.[1] The chart of THC per euro sets potency against the street price. Where a country sets a limit for legal products, it is in the profile’s hemp and CBD section; the plant’s chemistry is explained in the atlas under CBD and indica and sativa.

What is counted, and how the file was made
The mean THC content, in per cent, of cannabis herb and resin tested at retail level, mostly from seized samples, as each country reports it to the EUDA. Where a country reports several studies in a year, their means are averaged. Samples, methods and what counts as herb differ between countries, so compare a country with itself over time.
The EUDA's site refuses scripted downloads, so both tables were read in a browser on 21 October 2026 from its data service, sent compressed and saved unchanged; each file's SHA-256 matches the browser's copy. scripts/extract-euda.py (potency) turns them into one row per country and year.
The file belongs to EUDA and keeps its terms; cite the publisher when you use it.
