Croatia's new criminal code keeps possession a crime, and the courts fill up

Article 173 of the Criminal Code repeated the 1996 rule: a fine or up to a year for possession. Final convictions for drug offences rose from 1,041 in 1998 to 2,957 in 2002, from 8.5% to 15.5% of all convictions in the country. Of the 11,298 proceedings completed in those five years, 77% were for simple possession. From 30 December 2000 the maximum for dealing was twelve years.[1]
