Arrests and prisoners
Published counts of arrests, offences, convictions and prisoners.
How a cannabis law is enforced shows in the numbers of people it reaches: arrests, recorded offences, convictions and prisoners. These sections give the published counts for each country, with their year and source, and say what they include. Many countries report drug offences to the UN drugs office, whose World Drug Report collects them.[1]
The figures are rarely comparable. Some count arrests, some cases, some only convictions; some separate cannabis from other drugs and possession from supply, many do not. Read together with the score for enforcement and the outside datasets on police contact and offences, they show whether a harsh law is applied or left on the books.
