Not ranked: Crown Dependency
would rank #68 among countries
Cannabis is a Class B drug and possession of even half a gram goes to court, usually ending in a fine of a few hundred pounds. Private medical prescriptions have been dispensed on the island since 2022. Tynwald backs a harm-reduction approach to drugs but rejected a citizens' jury on a regulated market in 2026.
Crown Dependency. The Isle of Man is a self-governing Crown Dependency. It is not part of the United Kingdom, and Tynwald, its parliament, makes its own drug laws; the United Kingdom answers for it internationally, including under the UN drug conventions. See also 🇬🇧 United Kingdom.

No legal adult-use source. Patients with a private prescription from a specialist doctor can have it dispensed by an island pharmacy: more than 650 patients used the first licensed pharmacy in its first year, mostly for chronic pain. The products are not available on the island's health service.[6]

The Gambling Supervision Commission regulates licensed cultivation, manufacture, extraction, import, export and industrial hemp. There is no production for adult use.[1]
Prescribed cannabis-based medicines, imported through licensed pharmacies, which may set up supply chains with UK wholesalers. An average of about 335 products a month was dispensed in the pilot year.[2]
From December 2022 a single pharmacy in Onchan dispensed private prescriptions in a year-long pilot. Since July 2024 any registered island pharmacy may apply to dispense, and private clinics may register to prescribe on the island; prescriptions must come from a doctor on the GMC specialist register. Clinics are inspected yearly and pharmacies every six months.[2]
No cannabis clubs are known. Supplying cannabis to another person is prosecuted with prison sentences.[3]
There is no legal recreational supply for anyone, so a visitor has no lawful way to obtain cannabis. Medical products are dispensed only on a private prescription.[2]
In 2024 Tynwald approved policy principles for tackling the harm caused by illegal drugs. In May 2026 it rejected a motion for a citizens' jury on timelines for a regulated recreational market, reaffirming those principles instead; the government said an action plan would follow that summer.[4]
Taking cannabis into or out of Isle of Man is a separate offence from possessing it, normally charged as smuggling or trafficking, with far heavier penalties. That holds almost everywhere, including between two places where cannabis is legal.
A prescription or medical card from another country is generally not recognised. Travellers who need a cannabis-based medicine should ask Isle of Man's embassy before travelling.[5]

Tynwald turns down a citizens' jury on a regulated cannabis market
Tynwald rejected Dr Alex Allinson's motion for a citizens' jury to consider timelines for a regulated recreational cannabis market. An amendment reaffirming the 2024 policy principles on drug harm passed instead, and the government said an action plan would be published that summer.

Any Isle of Man pharmacy may now apply to dispense medical cannabis
After a year-long pilot at a single Onchan pharmacy, used by more than 650 patients, the Isle of Man opened licences to all registered pharmacies wishing to dispense private prescriptions for cannabis-based medicines, and let private clinics register to prescribe on the island.

Isle of Man opens a local pharmacy pilot for medical cannabis prescriptions
A DHSC announcement set 1 December as the opening of the island's first medicinal cannabis dispensing service at Karsons Pharmacy in Onchan. The pilot accepted private prescriptions, with an initial estimated seven to ten working days for medicines to arrive after receipt of a prescription. It was licensed for a minimum of twelve months to gather evidence on need and demand; the products were not available on NHS prescription.

Isle of Man announces its first conditional medical cannabis export approval
The Department for Enterprise announced that GrowLab Organics had received the first letter of approval in principle for medicinal cannabis cultivation, extraction, manufacture, import and export. The announcement described a conditional licence offer; it does not prove completion of conditions, a first harvest or a first export.

Isle of Man cannabis licensing regulations take effect
The Misuse of Drugs (Cannabis) Regulations 2020 allowed the Gambling Supervision Commission to license cultivation and specified controlled-drug activities, subject to licence terms and conditions. They were made on 30 December 2020, approved by Tynwald on 19 January 2021 and commenced the following day. This created a licensing framework rather than a general cultivation exemption or proof that a producer had begun operating.

Medical cannabis rescheduling also takes effect in the Isle of Man
The DHSC's subsequent consultation explained that the UK instrument rescheduling cannabis-based medicinal products applied in the Isle of Man through earlier Manx legislation. This permitted medical use in limited circumstances, but did not itself establish a local pharmacy dispensing service. The consultation separately sought views on the island's future approach.
Ban ≈
The Isle of Man first restricts cannabis
No first law is recorded here for the Isle of Man. Its first restrictions on cannabis are assumed to date from between the 1925 Geneva convention, which put Indian hemp under international control, and the 1961 Single Convention, which required a ban on non-medical use.
