Visitors and foreigners
Whether someone who does not live here can get cannabis legally, and what happens to a foreigner who is caught.
Legal cannabis is often for residents only. Uruguay opened its three routes only to registered residents, and Germany requires six months’ residence to grow at home or join an association. In the Netherlands, the country best known for cannabis tourism, only residents have been permitted in coffee shops since 1 January 2013, though municipalities decide how strictly to enforce it.[1] The rule was first enforced in the south in 2012.
These sections say whether someone who does not live in a country can get cannabis legally, and what happens to a foreigner who is caught. Taking cannabis across a border is a separate, heavier offence almost everywhere, including between two places where it is legal.
