Ivory Coast passes its narcotics law

description

Law 88-686 on the repression of illicit trafficking in and use of narcotics governed drug offences for more than thirty years with a purely punitive approach. Article 8 punished possession or use with one to five years in prison and a fine of 200,000 to 5 million CFA francs; supply and production carried ten to twenty years under Articles 1 and 2. A regional review of 2017 noted that the sentences were mandatory and that the law offered no alternative to prison, though a judge could order a convicted user to undergo detoxification.

Cannabis is the main drug the authorities seize. Of 5,729 kg of drugs seized across Togo in 2024 and burned in Lomé in January 2026, more than 5,291 kg was cannabis, beside 51.77 kg of cocaine and 8.5 kg of methamphetamine. The authorities put seizures in 2025 at more than 50 tonnes, mainly cannabis.

+## Treaty accession entries (13 October 2026)
+
+Every country now has, where the United Nations Treaty Collection lists it, a context entry for
+the day it joined the Single Convention of 1961 (or the convention as amended in 1972, for
+countries that only ever joined the amended text) and one for the 1988 trafficking convention:
+362 entries, category `international`, ids ending `-single-convention-<year>` and
+`-1988-convention-<year>`. They are not scored. The dates come from the status tables at
+`treaties.un.org` (chapter VI, treaties 15, 18 and 19), read in a browser; `a` is accession,
+`d` succession, no letter ratification. Eleven countries already had a Single Convention entry
+and were skipped. Where a country joined two conventions on the same day (34 cases, mostly
+successor states and late joiners) the two are one entry, titled "… joins two UN drug
+conventions on one day", so the timeline does not show what looks like a duplicate. Successor states carry the date they deposited their succession, not the
+date their predecessor joined (Czechia 1993, Croatia 1993, Serbia 2001), and Russia, Belarus
+and Ukraine carry the Soviet-era ratifications of 1964.
+
+A further 54 entries, ids ending `-opium-convention-protocol-<year>` or
+`-opium-convention-<year>`, record the International Opium Convention of 1925 (the first
+treaty to control Indian hemp) for the countries that carried it over to the United Nations
+through the 1946 Protocol or joined it as amended before 1961 (treaty 5 of the same chapter).
+The League-era ratification dates of the 1920s and 1930s are not in that table and were not
+added. The 1971 Convention on Psychotropic Substances (treaty 16, which schedules THC) was
+left out on purpose, to keep the timelines from filling with treaty boilerplate.
