France reports to the United Nations on kif in Morocco

A study sent by the French delegation described the situation two years after the dahir of 24 April 1954 had banned all dealings in cannabis in the French zone, where kif had until then been sold by the Tobacco Monopoly. Even medical use was now prohibited, with an exception only for science by permission of the health minister. Seizures reached 30,723 kg in 1955. Almost all smuggled kif came from the Spanish zone, mainly the Ketama region of the Rif, while hemp for fibre was still grown legally on about 143 hectares.[1]
