The survey, compiled from information supplied by Portugal, reported that non-medical use of cannabis was illegal in Angola, that no licence to grow or produce it had been issued, and that a European firm's request to cultivate the plant had been refused in 1952. Severe fines were levied on people found with cannabis plants. The only seizure mentioned was 44 grams at Lobito in 1952, with one person prosecuted.[1]
