Kazakhstan makes small-scale possession an administrative offence
Law 393-IV of 18 January 2011 on the further humanisation of criminal legislation decriminalised Part 1 of Article 259 of the Criminal Code: illegal purchase, transport or storage of narcotics or psychotropic substances without intent to sell, in large quantities as the EMCDDA describes it. The act became an administrative offence.
