The agriculture ministry's regional department said KazHemp had sown 600 hectares of technical hemp in Kerbulak district and planned to export oilseed to the Netherlands and fibre to Russia and China. Officials described technical hemp as not a narcotic substance and said its sowing was not controlled, because the crop was harvested before flowering and contained practically no THC. The crop was grown under the pre-2025 rules, years before the licensing regime that followed.[1]
