  1. 🌐 International Hemp ✓

The EU caps THC in hemp-leaf tea

Commission Regulation 2026/1828, adopted on 28 July and published in the Official Journal on 29 July, amends the food-contaminant rules for hemp leaves used to make a water infusion. From 1 January 2027 the maximum for the sum of delta-9-THC and THCA, expressed as delta-9-THC equivalents, is 40 mg/kg in the leaves and 0.02 mg/kg in a ready-to-drink infusion. The label must say the leaves are only for a water infusion, that infants and young children should not drink it, and that no fatty ingredient such as cream or milk is used during steeping. Food already on the market may stay until its durability date. The regulation enters into force on the twentieth day after publication and applies from 1 January 2027. Member states may keep stricter rules on selling the leaves.

    1. 🇺🇸 United States · Missouri Hemp ✓

Missouri lets cultivators bring in low-THC genetics

On 21 October the Division of Cannabis Regulation issued a variance, effective 12 November, so that a licensed cultivator may acquire plants, tissue culture, pollen and other genetic material of no more than 0.3 per cent total THC from outside the state's licensed cultivation system. Plants under two inches above the root are presumed to meet that limit; taller plants need a test. Marijuana sold in the state must still be grown in a Missouri-licensed facility. Seeds from a plant over 0.3 per cent total THC count as marijuana even if the seed itself is low in THC, and taking those seeds from an unlicensed source is unlawful. New material has to be entered in the tracking system on the day it arrives.

    2. 🇦🇷 Argentina Hemp ✓

Argentina sets horticultural hemp licences at 1% THC

ARICCAME Resolution 69/2026, adopted on 2 September and published on 3 September, creates four licences for horticultural hemp: growing it, making derivatives, related services, and foreign trade. A crop at or below 1 per cent total THC on a dry-weight basis meets the limit; between 1 and 2.5 per cent is an administrative margin, not an automatic breach. Article 12 puts the resolution into force 30 administrative working days after publication. The agency's own page says applications open during October, so the publication day was not a day on which anyone could already apply.

    1. 🇬🇭 Ghana Hemp ✓

Ghana issues its first two low-THC cultivation licences

On 31 July the Narcotics Control Commission presented the first cannabis cultivation licences to MG Adom Limited and Juliopta Limited. Director-General Maxwell Obuba Mantey said the licences are only for cannabis of no more than 0.3 per cent THC, for industrial, medicinal and research purposes that the licence allows. He told the companies to keep to those conditions, and said that growing without a licence, or above that THC limit, would be dealt with under the law. Recreational cannabis remains illegal.

    1. 🇳🇿 New Zealand Hemp ?

New Zealand lets hemp be grown on notice instead of under licence

Amendment regulations replaced the hemp licensing scheme of 2006. Hemp, cannabis of at most 1% THC by dry weight and the seed of such plants, may now be grown, processed, held and supplied within New Zealand without a licence for specified purposes, among them breeding, making hemp products and supplying the medicinal cannabis scheme. A grower must first notify both Police and the Ministry for Primary Industries; a notification is valid for a year. Importing and exporting hemp plants and seed still needs a licence. Hemp remains a controlled drug outside these rules, and growing any other cannabis is still a crime.

    1. 🇬🇭 Ghana Hemp ✓ Article

Ghana opens licensing for low-THC cannabis

The interior minister launched the programme for growing low-THC cannabis for medical and industrial use, under the 2023 amendment act and regulations. Applicants must be Ghanaian citizens or permanent residents aged 18 or over, and companies at least half Ghanaian-owned.

    2. 🇧🇼 Botswana Hemp ✓

Botswana publishes rules for industrial cannabis with a 0.7% THC limit

Regulations published in January allow licensed farming, processing, transport, research and trade in what the government calls industrial cannabis, with a THC limit of 0.7 per cent. Cultivation licences run for three years and manufacturing licences for five. Applicants must supply site maps, security clearance, crop plans, THC testing protocols and proof of financial capacity, which some politicians called elitist. Marijuana and CBD remain illegal. In February the second licence went to a company linked to a Swedish hemp firm, and the finance minister said trials would begin at the agricultural university.

    3. 🇦🇪 United Arab Emirates Hemp ✓

The UAE's industrial-hemp law takes effect

The federal decree regulating industrial and medical uses of industrial hemp, issued on 1 October 2025, took effect on 1 January 2026. It allows licensed cultivation at or below 0.3% THC in secured zones, licensed import and export of approved seeds by agricultural companies, and authorised medical products that contain hemp compounds. Personal and recreational use stay prohibited, as do hemp foods, supplements, veterinary products and smoking products. An emirate may prohibit or restrict an activity. Whether any cultivation licence has been issued, or any product is in a pharmacy, was not verified.

A report for the National Narcotics Bureau, summarised by the National Research Institute in September 2024, found demand for industrial hemp products in Papua New Guinea but little support for legalising its production and marketing, and a widespread belief that the country lacks the capacity to regulate it. It recommended that hemp production not be legalised until the country has that capacity. It did not legalise the crop.

Zimbabwe excludes industrial hemp up to 1% THC from its cannabis-plant ban

The criminal code excluded industrial hemp from its dangerous-drug definition for the cannabis plant, defining hemp at no more than 1% delta-9 THC by dry weight. The definition includes seeds and plant derivatives, while someone asserting in an investigation that material is cannabis rather than industrial hemp must prove that assertion. The enacted amendment followed the narrower 0.3% authorisation and growing-permit rules introduced in 2019 and 2020.

    1. 🇧🇬 Bulgaria Hemp ✓

      Bulgaria's hemp-growing permits move to 0.3% THC

From 5 May 2023 Ordinance No. 1 of 2018 permits registered farmers to grow hemp below 0.3% THC in the leaves and the flowering and fruiting tops, for fibre, for seed for feed or food, or for sowing seed. A crop over 0.3% is destroyed, and the grower declares that the leaves and tops will not be processed. The agriculture ministry's current permit service uses that 0.3% figure and charges no fee. Article 29(1) of the narcotics act, in the consolidation that was read, still says below 0.2%.

Latvia rewrites its statutory hemp-cultivation framework

An amendment adopted on 11 May took effect on 13 June and replaced Articles 6 and 7 of the controlled-drugs law. It prohibited cultivation of Indian hemp while expressly allowing Cannabis sativa subsp. sativa for fibre, seed and horticultural purposes in open fields, excluding indoor and covered growing. It delegated cultivation procedures to the Cabinet and provided an authorisation route for scientific research and teaching involving controlled plants. This was a differentiated cultivation framework, not permission to grow cannabis for recreational drug use.

Slovenia sets hemp cultivation permits with a 0.2 percent THC ceiling

Cultivation rules required an agriculture-ministry permit for listed hemp varieties containing no more than 0.2 percent THC in dry matter, on a contiguous area of at least 0.3 hectares. Permitted purposes included seed propagation, oil, cosmetics, animal feed and fibre. Permits covered a single sowing, with crop sampling and harvest reporting. This regulated agricultural hemp rather than recreational cannabis cultivation. Article 14 brought the rules into force the day after publication in the Official Gazette on 28 April 2004.

Portugal puts non-sowing cannabis seed under its drug law

European court rejects Sweden's ban on authorised industrial hemp

In Hammarsten, case C-462/01, the Court of Justice held that the EU hemp-market regulations precluded national rules prohibiting cultivation and possession of industrial hemp covered by those regulations. The case concerned a Swedish farmer's 2001 crop, not a right to grow intoxicating cannabis. A September 2004 parliamentary motion confirms that industrial hemp cultivation had again become permissible in early 2003, subject to restrictive conditions.

Italian hemp farmers seeking EU aid must report their crop to the police

An agriculture ministry circular explained the new EU subsidy for fibre hemp. To be paid, farmers had to sow certified seed of listed varieties with no more than 0.2% THC, accept THC testing, and tell the nearest police or carabinieri station about the crop so it could be checked. The circular replaced guidance from 1997 and 1999.

Croatia's drug abuse act puts hemp under a minister's approval

The Act on Combating the Abuse of Narcotic Drugs, passed on 23 November, took effect. Hemp could be grown only with the prior approval of the agriculture minister, on pain of a fine of 5,000 to 20,000 kuna for an individual. The act prohibited possessing drugs but, as first written, set its fine for possession only for companies and their officers, a gap that later amendments closed. It allowed courts to order treatment for three months to a year.

Switzerland upholds cannabis-sachet convictions despite scent-product labelling

In BGE 126 IV 198, the Federal Supreme Court rejected a hemp-shop operator's challenge concerning cannabis sold as scented sachets and pillows. The products contained 0.5–2.5 percent THC; the Court used existing agricultural and food limits as benchmarks, including the then 0.3 percent industrial-hemp limit. It held that conditional intent could suffice when the seller knowingly accepted narcotic use of the products. Signed warnings to customers did not overcome the circumstances demonstrating that acceptance. The judgment applied existing prohibition rather than creating a new statutory THC threshold.

Cyprus bans seed sales made with knowledge of illegal growing plans

Supplying, offering or selling cannabis seeds became an offence when the seller knew the recipient intended to grow illegally. The new rule allowed up to eight years in prison, a fine of up to 1,500 Cyprus pounds, or both, subject to regulatory exceptions. Licensed industrial hemp received a separate route in 2016, and the seed clause was widened to imports in 2019.

Government Notice 31 of 1976 lists hemp, under the name marijuana, and Cannabis sativa, called true hemp and in Swahili bhang or bangi, as prohibited noxious weed seeds. A sample of seed graded under the Seeds (Regulation of Standards) Act may not contain any of them. One such seed in a kilogram is within the tolerance. Two or more put the lot under a stop-sale until it is recleaned and tested again. The consolidation does not print the gazette day.

The Single Convention turns Soviet hemp into a drug plant

After the Soviet Union ratified the 1961 convention, hemp began to be treated as a source of cannabinoids and the fields shrank: below 300,000 hectares by 1971 and below 100,000 by the middle of the 1980s. In 1993 the only factory making hemp harvesters stopped production. In 2012 Russia grew 2,000 hectares.

The Soviet Union rewards fibre-hemp production

A decree of the Council of People's Commissars and Communist Party Central Committee encouraged hemp production through conditional relief from agricultural delivery obligations, increased access to grain, oil and oilcake, and enhanced workday credits for processing. Benefits depended on specified cultivation and state-delivery conditions. This industrial policy should be distinguished from the later restriction on unauthorised sowing of Indian hemp. The date is the decree's issue date; its increased grain-sale rates applied from 15 March.

A survey by Stoletova reported that hemp was rarely used for fibre in Armenia, where wool was the common material; Russian settlements were the exception. Stems served as supports for vines. She recorded cultivated hemp, the wild ruderalis form and hybrids between them. Under Soviet rule botanists had very restricted access to wild cannabis, which is why it is scarce in the herbaria.

A French consul describes Malta's hemp and rope trade

In his Histoire de Malte, the French consul Dominique Miège wrote that hemp grew wild on the islands but was imported in great quantities for rope-making, putting the output at up to 1,000 tons of rope a year. Under the Order of St John (1530–1798) hemp, bought mainly through Venice, had rigged the Order's fleet and been woven into cloth for tents and awnings. Around 1850 there were more than 160 rope makers in Birgu, Senglea and Bormla. The Maltese writer Martin Morana found no record of hemp being used in Malta as a drug or medicine.

Elizabeth I orders English landowners to grow hemp

Hemp made the ropes, rigging and sails of English ships, and the queen decreed that landowners with 60 acres or more must grow it or pay a fine of five pounds. The measure did not secure the supply: by the eighteenth century the government was alarmed enough to look to Canada, Ireland and India for it, and in 1804 the East India Company gathered papers on growing hemp in India for cordage.
