A decree of the Council of People's Commissars and Communist Party Central Committee encouraged hemp production through conditional relief from agricultural delivery obligations, increased access to grain, oil and oilcake, and enhanced workday credits for processing. Benefits depended on specified cultivation and state-delivery conditions. This industrial policy should be distinguished from the later restriction on unauthorised sowing of Indian hemp. The date is the decree's issue date; its increased grain-sale rates applied from 15 March.[1]
