Canada starts its licensed industrial-hemp programme

Health Canada dates the Industrial Hemp Regulation Program to 12 March 1998, following research in 1994–1998. The first commercial growing licence followed in May 1998. This was a controlled industrial-hemp route, not general recreational cultivation permission.[1][2]

The story

Canada’s modern commercial industrial-hemp programme began on 12 March 1998. Health Canada places the first commercial growing licence in May that year, after research conducted in 1994–1998.

That sequence matters when reading older cannabis histories. Parrella’s 2014 overview associates 1994 with commercial permission. The government’s account distinguishes earlier scientific research from the later licensing programme.

The programme covered controlled industrial cultivation and associated licensed activities. It did not legalise recreational home-growing or create a general right to supply cannabis.

The cited FAQ describes the earlier regulatory system. It supports this historical event and should not be used as a complete guide to present Canadian licensing rules.[1][2]
