The League's cannabis sub-committee warns against total suppression

The sub-committee finished its work in December 1939. One of its main documents insisted that there was no link between violence and cannabis in Africa, and it asked for more study of addiction, of the supposed connection with dementia and crime, and of heroin replacing cannabis in North Africa, Egypt and Turkey. An earlier report had attributed a rise in heroin use in Tunisia to cannabis control. The League's work ended with the outbreak of war.

Egypt's police chief contradicts the American case at the League

At the League's opium advisory committee, the American observer Harry Anslinger said marijuana kept its tradition of murder, assault, rape and physical and mental deterioration; a year earlier he had reported violent crimes directly traceable to cannabis. Russell Pasha, representing Egypt, replied that hashish addiction was not leading to any particular crime wave and that the addict was a tiresome individual, not a dangerous criminal. The League's sub- committee on cannabis, convened in 1934, stopped work in 1939 with the outbreak of war.

At the nineteenth session of the League's Advisory Committee a report was tabled estimating no fewer than 200 million cannabis users worldwide, without showing how the figure was reached. The League of Nations presses France over hashish in Syria

The mandate that put Syria and Lebanon under French rule in 1922 bound France, in its article 12, to apply the drug conventions there, and the first control measures date from the 1920s. After the Geneva convention of 1925 the League took up the campaign against cannabis and placed French enforcement under international supervision, as the two territories became major producers. The French, weak in the countryside and dependent on landowners, are described as having enforced the rules theatrically, to satisfy Geneva without alienating their allies.

Egypt puts cannabis on the Geneva agenda

Cannabis was not on the agenda of the Second Opium Conference. The Egyptian delegate, Mohamed El Guindy, told it that hashish was as dangerous as opium and a major cause of insanity, and asked for the same controls. No formal evidence was produced and delegates had not been briefed on cannabis; only Britain and other colonial powers objected, and they did not dispute the claim itself. His proposals were diluted in drafting before entering the 1925 convention.

Britain and India raise Indian hemp at the League's opium committee

At the League of Nations' Advisory Committee on Traffic in Opium, the British delegate and the India Office's representative drew attention to South Africa's letter asking for Indian hemp to be treated as a habit-forming drug. They said their governments were already looking into it, and India was studying whether it could prohibit exports. The French and American delegates saw no need to discuss it. The committee agreed to ask governments for information, and a questionnaire went out on 17 November. The historian James Mills reads the move as a way to look constructive on a day spent defending India's position on opium.

Egypt’s convention with Greece reserves hashish controls and search powers

The commerce and customs convention signed on 3 March specified operation from 20 March 1884. Article V excluded hashish and other named goods from its trade protections, reserved Egyptian control on equal terms for Greek and local subjects, and allowed immediate warehouse or dwelling searches with consular notification that could not delay the search. Britain separately accepted application of the customs rules on 3 March. This concerns foreign commerce and enforcement in Egypt, not a new general Greek cannabis ban.
