Britain and India raise Indian hemp at the League's opium committee

At the League of Nations' Advisory Committee on Traffic in Opium, the British delegate and the India Office's representative drew attention to South Africa's letter asking for Indian hemp to be treated as a habit-forming drug. They said their governments were already looking into it, and India was studying whether it could prohibit exports. The French and American delegates saw no need to discuss it. The committee agreed to ask governments for information, and a questionnaire went out on 17 November. The historian James Mills reads the move as a way to look constructive on a day spent defending India's position on opium.[1]
