The UN drug control board says Uruguay broke the treaty

The day after the Senate vote, the International Narcotics Control Board said the law contravened the 1961 Single Convention. Its president, Raymond Yans, said it would encourage early experimentation. President Mujica answered that he should stop lying, and Uruguay argued that its human rights obligations take precedence over drug control.[1][2]
