The UN Convention against Illicit Traffic

The third drug treaty went further than the first two: it asks states to make possession, purchase and cultivation for personal use a criminal offence, subject to their constitutions. That clause is why most reforms since have taken the form of decriminalisation or court rulings, not open legalisation.
