Article 49 let countries keep non-medical use of cannabis for a transitional period of at most 25 years from the treaty's entry into force. India, Nepal, Pakistan and later Bangladesh had claimed it. The period ran out in December 1989; bhang, made from leaves the treaty does not count as cannabis, was not affected.[1]
