India bans ganja and charas nationwide
Until 1985 cannabis was regulated by state excise laws and sold in licensed shops in much of the country. The Narcotic Drugs and Psychotropic Substances Act made flower and resin illegal everywhere, with prison even for small amounts. Leaves were left out, which is why bhang is still legal.
