The UN drugs office says the world has failed to come to terms with cannabis

A special chapter of the World Drug Report, requested after the disputes of 2002 and 2003, acknowledged that much early material on cannabis is now considered inaccurate and that studies in several countries had cleared it of many of the charges made against it. It concluded that either the gap between the letter and the spirit of the Single Convention had to be bridged or the parties needed to discuss redefining the status of cannabis. The preface by the office's director spoke of a cannabis pandemic all the same.[1]
