The annual report of the International Narcotics Control Board for 2001 used strong language about the trend to leniency, and its president, Hamid Ghodse, asked the Commission on Narcotic Drugs to consider cannabis control in detail so that the 1961 convention would be applied consistently. Morocco pointed to the contradiction between decriminalising use in some countries and pressing southern countries to eradicate the plant by repressive means. The dispute continued in 2003 without result.[1]
