A WHO recommendation to loosen control of THC never reaches a vote

The WHO Expert Committee reviewed dronabinol again and recommended moving it to Schedule IV of the 1971 convention, the most lenient. According to the Transnational Institute the recommendation was kept from the Commission on Narcotic Drugs in 2003 through interference by the UN drugs office under American pressure. In 2006 the committee recommended Schedule III instead; in 2007 the Commission decided not to vote and asked for an updated review, and in 2013 it again held no vote.[1]
