The secretariat of the UN Commission on Narcotic Drugs presented the first draft of what became the Single Convention. One alternative held that cannabis had no medical use that less dangerous substances could not meet and would have prohibited its production entirely, except small amounts for science. The other accepted medical use under a state monopoly and let countries with traditional use keep it by a reservation renewed every year. No agreement was reached; two more drafts followed by 1958.[1]
