The second part of a study by Dr J. Bouquet in the UN Bulletin on Narcotics went round the world country by country. It cited a figure of 200 million people using hemp as an intoxicant. All the American states, it said, prohibited keeping and consuming it; the Balkan countries that had grown it for resin had passed prohibitions; Algeria and Egypt had prohibition, while Tunisia and French Morocco sold it under state control; most of the rest of Africa prohibited its use; Iran had not yet adopted any measure; and in Oceania it did not appear to be used as a drug at all.[1]
