The League's cannabis sub-committee warns against total suppression

The sub-committee finished its work in December 1939. One of its main documents insisted that there was no link between violence and cannabis in Africa, and it asked for more study of addiction, of the supposed connection with dementia and crime, and of heroin replacing cannabis in North Africa, Egypt and Turkey. An earlier report had attributed a rise in heroin use in Tunisia to cannabis control. The League's work ended with the outbreak of war.[1]
