Morocco and Spain provisionally apply a drug-cooperation agreement

The agreement signed in Rabat provided for information exchange on prevention, treatment, social reintegration and legislation, alongside cooperation against trafficking through airports, borders and ports. It created a joint commission with representatives of both countries' justice, interior, health and foreign-affairs ministries. Article 8 made it provisionally applicable from signature on 21 January 1987; formal entry into force followed on 24 February 1991. The framework covered drugs generally and did not change domestic cannabis penalties.[1]
