Parliament adopted an amendment to the 1972 narcotics law setting two to ten years' imprisonment and fines of one to ten million CFA francs for the offences covered by revised Article 3. Imprisonment was mandatory and suspended sentences were generally excluded, with an exception for voluntary cooperation with the investigation. The explanatory memorandum identified traffickers, excluding simple users, as the target. Revised provisions also covered knowing financial assistance and confiscation. This date is parliamentary adoption; the government catalogue identifies the resulting Law 87-12 as dated 24 February 1987. Commencement is not established by the parliamentary file.[1][2]
