A Victorian bill asks for a vote on legalising cannabis

David Ettershank of Legalise Cannabis Victoria moved the second reading of the Cannabis Legalisation Plebiscite Bill 2026 in the state's Legislative Council. 2. 🇰🇾 Cayman Islands Debate ✓

Cayman’s premier asks for cannabis limits and penalty options

Premier André Ebanks told Parliament that small-scale cannabis reform would be referred to the Law Reform Commission after voters backed decriminalisation. He asked for recommendations on possession limits, administrative penalties, enforcement, international obligations and the protection of vulnerable people. The commission’s later discussion paper dates Cabinet’s referral to the same day and opened those questions to public consultation in July 2026.

The commission opened public consultation in July 2026, with possession and consumption still criminal offences under the existing law.

  1. 🇨🇷 Costa Rica Debate ✓

Costa Rica's top court blocks a recreational cannabis bill

The Constitutional Chamber ruled that the government's bill to regulate recreational cannabis, file 23.383, was unconstitutional because it conflicts with the three UN drug conventions, which rank above domestic law. The electoral tribunal had asked after a citizen sought to put the bill to a referendum. The bill could go forward only if Costa Rica left the conventions.

  2. 🇸🇮 Slovenia Debate ✓

    Slovenians vote for legal cannabis

In two advisory referendums, 66% backed growing cannabis for medical use and 51.6% backed growing and possessing it for personal use. The governing coalition later drafted a personal-use bill, which is still before parliament.

  1. 🇧🇿 Belize Debate ✓

Belize puts its cannabis legalisation law on hold

The National Assembly had passed the Cannabis and Industrial Hemp Control and Licensing Bill, which awaited the Governor General's signature, when the Council of Churches gathered the 20,000 signatures needed to force a referendum. Prime Minister John Briceño deferred the vote until further notice, citing its cost of 5 million dollars and banks' fears for their links with US banks. The bill was to be amended so that it could become law only after a referendum.

  2. 🇮🇹 Italy Debate ✓ Article

Italy's Constitutional Court blocks a legalisation referendum

More than 600,000 people had signed for a vote on decriminalising home growing. The court ruled the question inadmissible because it would also have touched hard drugs and Italy's treaty obligations.

US Virgin Islands voters back legislation for medical cannabis

Voters supported asking the legislature to consider licensing and regulating medical cannabis patients, caregivers, growers and distribution centres, with 56.5% in favour. 1. 🇪🇸 Spain Debate ✓ Article

A Spanish village votes on growing cannabis to pay its debt

Rasquera, a Catalan village of 960 people, held a referendum on leasing land to ABCDA, a Barcelona cannabis association with 5,000 members, which would grow for its members and pay the village 1.3 million euros, about what it owed. The plan was said to bring about 40 jobs, and it needed 75 per cent approval to go ahead. It won 56.3 per cent, so it missed that threshold. The national drug office said growing on that scale would break the law and pledged to block it. In May 2013 a court in Tarragona revoked the agreements, holding that a town's financial trouble does not make such contracts a matter of public interest.

  1. 🇺🇸 United States · Arizona Medical ✓

Arizona votes to let doctors prescribe cannabis, which federal law forbids

About 65% of Arizona voters approved Proposition 200, which let doctors prescribe cannabis to seriously ill patients if a second doctor agreed. No doctor could lawfully prescribe a federal Schedule I drug, so the provision never worked. In April 1997 the legislature made it wait for FDA approval, and in 1998 voters rejected that change; California's law of the same day had used the word "recommend".

  1. 🇮🇹 Italy Debate ✓ Article

Italy's Constitutional Court blocks a referendum to free cannabis from the drug law

Campaigners had gathered more than 500,000 signatures for a referendum that would have taken cannabis out of Italy's 1975 drug law, freeing its cultivation, trade, possession and use. The Constitutional Court refused to let the vote go ahead. Italy had ratified the 1961 Single Convention without reservations, and the court said repealing these rules would break that treaty, a decision the Constitution leaves to parliament rather than voters. Treaty obligations were again among the reasons a cannabis referendum was blocked in 2022.

Italy's cannabis referendum petition passes its signature check

On 2 December the referendum office at the Court of Cassation confirmed that it had more than 500,000 valid signatures and met the legal requirements. That cleared the first hurdle. The Constitutional Court still had to decide whether such a vote was allowed, and in February 1981 it said no.
