The first ballot initiative to legalise cannabis in an American state lost by 66 per cent to 33. Later attempts failed in Oregon in 1986, Alaska in 2004, Nevada and Colorado in 2006 and California again in 2010, before Colorado and Washington passed theirs in 2012.[1]
