A new regulation on growing and controlling hemp allows fibre, seed and stalk production in 21 provinces with a permit from the local administrative authority. Growing for medicines and health products is confined to the state alkaloid factory site, organised agricultural zones or secure indoor facilities approved by the health ministry, with applications to the state grain board.[1]
