An agriculture ministry circular explained the new EU subsidy for fibre hemp. To be paid, farmers had to sow certified seed of listed varieties with no more than 0.2% THC, accept THC testing, and tell the nearest police or carabinieri station about the crop so it could be checked. The circular replaced guidance from 1997 and 1999.[1]
