Cultivation rules required an agriculture-ministry permit for listed hemp varieties containing no more than 0.2 percent THC in dry matter, on a contiguous area of at least 0.3 hectares. Permitted purposes included seed propagation, oil, cosmetics, animal feed and fibre. Permits covered a single sowing, with crop sampling and harvest reporting. This regulated agricultural hemp rather than recreational cannabis cultivation. Article 14 brought the rules into force the day after publication in the Official Gazette on 28 April 2004.[1]
