Slovenia's drug law sets separate penalties for small personal-use possession

The Production of and Trade in Illicit Drugs Act took effect fifteen days after its 27 December 1999 publication. Original Article 33 made unlawful possession a minor offence carrying 50,000–150,000 tolars or up to thirty days' imprisonment. A small quantity for a single personal use carried 10,000–50,000 tolars or up to five days instead, with scope for leniency through voluntary treatment or approved social programmes. These are the original sanctions, not today's penalties. Article 9 provided agricultural permits for food and industrial cannabis cultivation; it did not legalise recreational growing.[1]
