Canada passes the Narcotic Control Act
Passed the same year as the Single Convention, the Act set a minimum of seven years for importing and a maximum of seven for possession, but dropped the mandatory six months in prison for possession, so judges could again give a fine or probation. Cannabis had been banned since 1923 but was barely used; arrests only took off later in the decade.
