The survey reported that the Dangerous Drugs Ordinance of 1926 set a fine of up to £200 or up to six months in prison for any narcotics offence, and that no licence to grow or produce cannabis had been issued in recent years. Between 165 and 216 people were prosecuted in each of the years 1946, 1949, 1951 and 1952, all of them Africans, and more than nine in ten were convicted. Cultivation was described as widespread in certain localities but small in scale and for local smoking.[1]
