The home affairs minister, Steven Kampyongo, said that growing cannabis for medical use was already legal for anyone holding a licence from the health minister. The health minister, Chitalu Chilufya, then said he had no intention of issuing any. Cabinet approved licensed growing for export and medicine in December 2019.[1]
