The survey, built on information from Portugal, reported that growing, importing, selling and consuming cannabis were prohibited in Mozambique under the order of 1914 and the pharmacy regulations of 1941. Offences carried a fine of up to 100 escudos, or for African inhabitants up to 120 days of correctional imprisonment. The plant grew wild throughout the territory; clandestine plots were burned by the administrative authorities. No seizures were reported for 1953 to 1955, while South Africa and Swaziland reported cannabis arriving from Mozambique.[1]
