Mexico City issues the first rules against marijuana

Regulations governing the sale of marijuana were established in Mexico City, with up to a month in jail for possessing the plant: the first recorded formal prohibition in Mexico. Health was then a local matter, and other places followed. Guanajuato restricted sale to pharmacies on prescription in 1871, Oaxaca banned its sale in 1882, Querรฉtaro banned growing and selling it in 1896, and Zacatecas allowed it only in drugstores on prescription in 1904.

New Zealand prohibits cannabis in brewing and restricts supply to brewers

The Distillation Act 1868 took effect on 1 January 1869. Sections 131โ€“134 named cannabis indicus among substances prohibited in brewing and adulterated drinks, restricted possession by brewers and beer retailers subject to medicinal or domestic exceptions, and penalized knowing supply to them outside medicinal purposes. These were trade-specific controls, not a general cannabis possession ban; the provisions and commencement are reproduced in the contemporary Government Gazette.

Egypt introduces a nineteenth-century cannabis prohibition

Cannabis and its preparations were forbidden in Egypt in 1868, a nineteenth-century attempt at a national ban following earlier medieval and French-occupation restrictions. The historian Liat Kozma links the Egyptian campaign to public health and religious concerns, the country's image abroad and a centralising state's wish to civilise its lower classes.

Ceylon restricts cannabis sales to licensed dealers

Ceylon required dealers selling cannabis, called bhang, to hold a licence under a law covering both opium and cannabis. A Legislative Council committee supported licensing to restrict use and help police supervise places where the drugs were consumed. Licensed cannabis sales continued under later local rules before the colony prohibited possession and sale in 1897.

Ottoman herbalists are barred from selling hashish

On 25 April 1864 a regulation for herbalists and root-sellers forbade them to sell hashish and preparations made from it. Only a pharmacy could sell it, and only on a doctor's prescription. The same study says shops caught making it, selling it, or letting people use it were often closed.

The Ottoman government bans the sale of hashish in coffeehouses and herb shops

As the use of drugs sold through coffeehouses and herbalists (aktar) spread, a government decision forbade both to sell esrar. The 1858 penal code had already punished its sale by pharmacies.

Wisconsin brings cannabis under poison-sales controls

The National Academiesโ€™ historical review identifies Wisconsinโ€™s 1862 dangerous-drug sales law as an early state control that included cannabis. The original enactment was not retrieved in this pass: the year and broad coverage are supported by that review, while its precise requirements, exceptions and commencement day remain unverified. This is a state sales-control event, not evidence of a national possession ban.

New York removes a sales witness rule and its poison schedule

Chapter 273 amended the 1860 poison-sales law by removing the requirement to record a witnessโ€™s name and repealing section 3, whose named substances included cannabis and its preparations. Francis Tillouโ€™s contemporary legal account describes these changes within a continuing poison-law framework. Repeal of the schedule does not by itself establish that all cannabis sales became unregulated.

British Guiana regulates the sale of bhang

Ordinance No. 22 licensed the sale of ganja and bhang. The chapter describes the measure as anticipatory: officials introduced it before cannabis was treated as a significant local problem.

    Baudelaire publishes Les Paradis artificiels

Charles Baudelaire's book on the state of being under the influence of opium and hashish described the effects of the drugs and the motives of the user. It drew on Thomas De Quincey's Confessions of an English Opium-Eater and on the gatherings of the Club des Hashischins, where Baudelaire and Thรฉophile Gautier first met.

  2. ๐Ÿ‡ช๐Ÿ‡ธ Spain Tightening โœ“ Article

Spain lists hashish as a poison under pharmacy sales rules

A royal decree dated 18 April 1860 approved pharmacy and drug-trade ordinances whose second catalogue expressly lists Haschisch. Articles 57 and 59 require drug dealers selling listed poisons, wholesale or retail, to obtain a dated, signed note from a known responsible person specifying quantity and intended use. The decree was published on 24 April; the date here is the decree date, not a separately verified commencement. This is a sales-control measure, not evidence of a general possession ban or of actual enforcement intensity.

  3. ๐Ÿ‡บ๐Ÿ‡ธ United States ยท New York Tightening โœ“ Article

New York regulates cannabis sales under its poison law

Chapter 442 named cannabis and its preparations in a poison-sales schedule. Subject to prescription and wholesale exceptions, the law required buyer and witness records and red-ink poison labels. It applied to incorporated cities and villages of at least 1,000 inhabitants, rather than every place in the state. This was a sales-control regime, not a general cannabis possession ban; the account follows a contemporary legal paper reproducing the provisions.
