Regulations governing the sale of marijuana were established in Mexico City, with up to a month in jail for possessing the plant: the first recorded formal prohibition in Mexico. Health was then a local matter, and other places followed. Guanajuato restricted sale to pharmacies on prescription in 1871, Oaxaca banned its sale in 1882, Querétaro banned growing and selling it in 1896, and Zacatecas allowed it only in drugstores on prescription in 1904.[1]
