Vietnam puts organising drug use under its new criminal code

description

Organising the use of narcotics in any form carried six months to five years in prison und … ous consequences or dangerous repeat offending raised the term to three to ten years.[@1] Possession, use, production and domestic transport were not crimes under that code; the 1989 insertion of Article 96a was the real turning point.[@1] The 1997 amendment later replaced this organising-use rule with a separate offence in its expanded drug chapter.[@2]
