On 12 August 1991, the 1985 criminal code's drug article was amended to impose heavier penalties. The article, inserted in December 1989, already covered illegal production, possession, sale and transport of narcotics. The source records only that the penalties became stricter and gives no new ranges. The amendment did not create a separate cannabis offence.[1]
