Vietnam puts organising drug use under its new criminal code

Organising the use of narcotics in any form carried six months to five years in prison under the code operating from 1 January 1986.[1] Serious consequences or dangerous repeat offending raised the term to three to ten years.[1] The 1997 amendment later replaced this organising-use rule with a separate offence in its expanded drug chapter.[2]
