The regulatory-free zone in Andong, where hemp with less than 0.3% THC may be grown and CBD extracted as a pharmaceutical raw material, was converted to a temporary permit and extended to 2027. The zone had been due to end in late 2024; the extension kept the only special zone for domestic hemp CBD extraction alive. The national narcotics law still had no hemp THC threshold or general CBD exception.[1]
