In October 2001 parliament passed a new law on narcotic drugs and psychotropic substances, setting the framework for control, medical use, research and licensing. Its 2011 schedule places cannabis and hashish in the most restrictive list, whose circulation is banned, and the law allows medical use only of less restricted drugs. It permits cultivation of controlled plants only by state enterprises within quotas, and only under cabinet rules. The law remains the base of Abkhaz drug policy.[1][2]
