A cabinet resolution in April 1999 recorded more than 500 drug users, only 188 of them registered as chronic addicts. It said police found 22 cases of mass drug-plant sowing in 1998, down from 25 the year before, and described organised cultivation and preparation of marijuana in Gudauta district for export. The Psou border crossing was named as the main route in and out. The cabinet ordered police to destroy plantations, prosecute growers and tighten border control.[1]
