Abkhazia stopped executing prisoners in 1993, the year the war with Georgia ended, and the moratorium held through the 1990s. Parliament formalised it on 12 January 2007 in a law that bars executions in peacetime but leaves death sentences in the criminal code. Courts have imposed only a handful since the 1990s, and the few known cases were commuted to life imprisonment. The moratorium is why the capital drug penalties added in 2020 cannot be carried out.[1][2]
